im in division 3 but why did they out me in this one? why not 1 or 2?

Division 3 is for everyone who starts in that season and those who don't play a lot. After you get to a certain point you get bumped up to Division 2, then eventually to Division 1. Division changes happen during the Preseason before every season. :)

Don't be surprised if you are in Division III next season, you rankings (finishes) in Prelims were pretty low because you just started playing. In a couple of seasons, with frequent game play, you will probably be in Division I or II.
