So i just noticed that i had already hired a tech for one of my groups and ranked them up. I accidentally pressed the hire tech on the hire staff page and noticed that the tech ranked back down and it cost more to purchase. Am i missing something here?

You can hire more than one tech. You probably hired an additional one which is now at Rank 1.
