what is the cut off point for promotion/relegation? Do you automatically get promoted for winning your division?

Well, not always. I'm pretty sure that the Unspecified groups have successfully stayed in Division II after winning it.

It's determined in the pre-season based on the frequency of your rehearsals and you past scores.

I got promoted to div 1 2 seasons ago and then I got put back in div 2.

I got promoted from Div. III in season 2 to Division I in season 3. I placed in the top 3 both seasons. So don't count yourself out if you get moved up.
